To His Majesty the King of Hanover and Varennes, the Declaration of the People of Hanover.

Whereas we, being loyal citizens of the Kingdom of Hanover, consider that in recent times much has been done that is repugnant to the true principles of constitutional monarchy, so dear to us and to the traditions of Hanover, and think it now necessary and vital that the said principles should clearly and speedily be established in law: we have judged it a duty incumbent upon us, to present and declare these our most just and necessary demands to Your Majesty.

1. That Your Majesty shall immediately repudiate the notion of royal sovereignty in Hanover, recognizing instead that sovereignty rests with the people, as represented in the Parliament; and that, in accordance with this principle, if Your Majesty should withhold the Royal Assent to a Bill passed in Parliament, the Bill should thereafter be sent back to Parliament; and if the Parliament subsequently passes the Bill in substantially the same form, Your Majesty shall grant the Royal Assent.

2. And that Your Majesty shall immediately repudiate any right to issue legal documents of any kind without genuine countersignature; and that Your Majesty shall recognize that no such countersignature is valid unless it is of a minister responsible to Parliament for his actions, and subject to parliamentary dismissal.

3. And that Your Majesty shall immediately renounce and forsake the title of Supreme Governor of the Church of Hanover, and any power over or role in the said Church, which is hereafter to be a private organization without state sponsorship; and that the Bishopric of Kells shall be a separate but also private organization, not a part of the Church of Hanover, or a part of the state; and Your Majesty shall consign all powers formerly enjoyed by Your Majesty as Supreme Governor unto the Archbishop of Bergen, and the Bishop of Kells, respectively.

4. And that Your Majesty shall consider this Declaration, if accepted, to be legally binding for Your Majesty and Your Majesty's Government; and should Your Majesty violate the provisions of this Declaration, it shall constitute a voluntary abdication of Your Majesty's Throne.

In the event, however, that Your Majesty refuses to accept this Declaration, fails to accept it before the end of Saturday the 18th of July, or attempts to answer it through a lesser functionary rather than in person, we consider it our duty unto the historical traditions and ideals of Hanover to immediately renounce our citizenship and disassociate ourselves from Hanover, for as loyal Hanoverians, we cannot abide the abandonment of constitutional monarchy in this Kingdom.
