JAMES THE SECOND, By the Grace of God of Hanover and Varennes King, Head of the Commonwealth, Defender of the Faith, Supreme Governor of the Church of Hanover to All to whom these Presents shall come:

GREETING!

Whereas a petition has been put before us that a new Episcopal Jurisdiction of Our established Church of Hanover be erected and constituted for the purpose of affording said Church of Hanover greater diversity in ministry:

And whereas We, having fully considered the premises, are graciously pleased to comply with the requests and petitions in this behalf and, in accordance therewith, to erect and constitute an Episcopal Jurisdiction of the Established Church within Our Kingdom of Hanover to be called the Bishopric of Kells:

Therefore let it be known that it is now Our Will and Pleasure that an Episcopal See called the Bishopric of Kells be at once erected and constituted by these Presents:

And We do declare that the said Bishopric of Kells shall be an autonomous Episcopal See of the Church of Hanover within the Metropolitan Province of Bergen and that the Bishop of Kells shall have ordinary jurisdiction over the See of Kells with a seat and voice in the Convocation of Bergen and Our House of Bishops (if one there be) and shall be under his Metropolitical Jurisdiction and general supervision until such time as We should declare otherwise by Our Letters Patent:

And We do make it known that the Bishopric of Kells is at the same time subject to the Canons of the Church of Hanover and the Measures of the same, and any and all Acts of Parliament relating to the Church of Hanover:

And We do give Our Most Regal Consent to allow the Bishop and his Clergy (or other officers) in the said Bishopric of Kells to meet and assemble in Synod and there to make, enact, or promulgate any Constitutions as shall be deemed expedient for the good government of the Bishopric of Kells:

And We will and ordain that Our Right Trusty and Most Dear Cousin James Richard Edward George MARCHMAIN shall be the first Bishop of Kells and We will and grant to the said Bishop of Kells, and his successors, full power and authority to perform all functions peculiar and appropriate to the office of Bishop, within the limits of the said See, and to exercise Episcopal Jurisdiction over any area bishops that may from time to time be commissioned and over all Archdeacons, Dignitaries, and all other Chaplains, Ministers, Parsons, Deacons or other the Clergy of the Church of Hanover, within the limits of the said Bishopric:

And We do by these presents give and grant unto the said Bishop of Kells and his successors, full power and authority to visit once in five months, or oftener if occasion shall require, as well the said area Bishops and their successors, as all Archdeacons and Dignitaries, and all other Chaplains, Ministers, Parsons, Deacons or other the Clergy of the Church of Hanover, resident in the said Diocese, for correcting and supplying the defects of the said area Bishops and their successors with all and all manner of visitorial jurisdiction, power and coercion:

And We do hereby authorize and empower the said Bishop of Kells, and his successors, to inhibit, during any such visitation of the said Bishopric, the exercise of all or of such part or parts of the ordinary jurisdiction of the said area Bishops or their successors, as to him, the said Bishop of Kells, or his successors, shall seem expedient; and during the time of such visitation to exercise by himself or themselves, or his or their commissaries, such powers, functions and jurisdictions in and over the said Bishopric, as the area Bishops thereof might have exercised if they had not been inhibited from exercising the same:

And We do further ordain and declare, that if any person against whom a sentence, judgment or decree shall be pronounced by the said area Bishops or any other ecclesiastical official, or their successors, or their commissary or commissaries, shall conceive himself to be aggrieved by such sentence, judgment or decree, it shall be lawful for such person to appeal to the said Bishop of Kells, or his successors, provided such appeal be entered within five days after such sentence, judgment or decree shall have been pronounced:

And We do give and grant to the said Bishop of Kells, and his successors, full power and authority to decide and determine the said appeals though We in no way annul or otherwise terminate the right of aggrieved parties to carry their appeal to the Lord Archbishop of Bergen, provided the matter is not entirely local but is within his purvue in consideration of his Metropolitan authority or his Primacy over the Church Universal:

And at the same time We in no way relinquish, rescind, annul or otherwise terminate Our right to hear appeals from the said Bishop of Kells, and his successors, in Our Most Honorable Privy Council:

And We do declare that future Bishops of Kells shall be nominated by the Clergy of Kells or by any who may be formally united with or attached to the Bishopric of Kells and that the name selected by them shall be sent to the Lord Archbishop of Bergen who shall likewise present to Us that name with his advice:

And We will and declare that if the Clergy and People of Kells and the Lord Archbishop of Bergen cannot agree on a Bishop of Kells, We shall appoint a Bishop of Kells after consultation with such persons attached to the Bishopric of Kells or other the Clergy of Our established Church of Hanover without the Bishopric of Kells as We Ourself shall see fit to consult:

And We do further will and declare that the several powers and authorities conferred on the Bishop of Kells shall be subject to any rules or regulations that the Synod of Kells shall from time to time make, enact, or promulgate:

And, lastly, to the intent that all things aforesaid may be firmly holden and done, We will and grant to the aforesaid James Richard Edward George MARCHMAIN, that he shall have our Letters Patent, under the Great Seal of Our Realm, duly made and sealed:

IN WITNESS Whereof We have caused these Our Letters to be made Patent.

WITNESS Ourself at Our Court of Huntington Palace the Fifteenth day of July in the Year of Our Lord Two Thousand and Nine, the First year of Our Reign.
