I beg to introduce this bill

THE LEGAL NAMES HARMONIZATION ACT

An Act to bring the disparate portions of the law regarding legal names into harmony.

WHEREAS The Legal Names Act 2007 is in conflict with The Legal Name (Changes) Act 2005;

WHEREAS The needs of the nation to have single law regarding names is beneficial;

BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, That the following be enacted:

Section I: Repeal of conflicting acts
A. The Legal Names Act 2007 be repealed in its entirety
B. The Legal Name (Changes) Act 2005 be repealed in its entirety

Section II: Harmonization of intent
1. A legal name is that name by which a citizen is legally recognized within the Kingdom of Hanover.
2. When applying for citizenship, an individual may identify themselves by any name they so choose.
3. Unless otherwise changed or modified according to the provisions of this act, a citizen's legal name is that name with which the afor said individual applied for Hanoverian citizenship.

B. Any Hanoverian citizen may apply to change their Legal name according to the provisions of this article.
1. Any Hanoverian citizen may apply to change their full legal name by submitting the Legal Name Change Application Form, as contained in schedule one to this act, to the office of the Secretary of State for Home Affairs, in its absence, the equivalent ministry within His Majesties government.
2. The Secretary of State for Home Affairs or other equivalent ministry shall approve the application only if the application does not meet any of the grounds for rejection of a Legal Name Change Application contained in Section III of this act.

Section III: Reasons for Rejection
1. The requested name alludes to, or appears to convey any authority, position or status to which the person is not legitimately entitled.
2. The requested name would result in a reasonable person confusing the applicant with another Hanoverian citizen on a significant or ongoing basis.
3. The requested name would cause significant offense to a reasonable person.
4. The requested name would bring the Kingdom or any institution thereof into disrepute.

Section IV: Appeals
Any Hanoverian citizen who believes their Legal Name Change Application was unfairly rejected may appeal to the Privy Council.

Section V: Retroactive
1. Upon a change in legal name, it shall be deemed that the citizen's name has changed for their entire involvement within the Kingdom of Hanover.
2. For all purposes within the Kingdom of Hanover, a citizen shall be addressed according to their current legal name, subject to whatever requirements of title or position may exist.
3. At the request of the citizen, all records, archives and documents, including forum threads, identified by the citizen, shall be amended to reflect the citizens current legal name. His Majesties government shall be obligated to make the relevant changes as it is practical.

Section VI: Enactment
This act shall come into force upon receiving royal assent.

My Lords and Gentlemen,

This Bill has my complete support, quite simply because I intend to apply for a change of name, and the existence of two Acts on the subject puts legal question marks over the proper process.
