At the Court of Saint George's Palace, the Twenty-first day of April, 2008.

Present: The King's Most Excellent Majesty in Council.

WHEREAS it seems desirable to His Majesty that the direction and oversight of His Government should continue to rest with the foremost of his diverse ministers, in order that he might not be ever burdened and inconvenienced by the lesser affairs concerning the governance of His Realm of Hanover, but rather treat and consider only those grave and weighty matters of State to the Crown properly appertaining;

AND WHEREAS the same direction and oversight aforesaid has since time immemorial rested in one such minister appointed from time to time with the consent of the Parliament, and yet this office has presently no standing under the Laws and Ordinances of the Kingdom of Hanover;

BE IT THEREFORE ORDERED by the King's Most Excellent Majesty, by and with the advice of the Lords and Others of His Most Honourable Privy Council here assembled, as follows:

The Justiciar shall be the foremost officer of the Crown, and shall advise the King on the appointment of all other ministers, and on the general administration of the Kingdom. Should any office under the Crown, as established by the Ministry Order 2008, be vacant, the Justiciar shall exercise the duties thereof until the office is filled.
