At the Court of Saint George's Palace, the Seventeenth day of April, 2008.

Present: The King's Most Excellent Majesty in Council.

WHEREAS it seems to His Majesty desirable that a full account and record should be given of the diverse ministerial offices existing presently and to exist in His Government: His Majesty by and with the advice of His Privy Council doth order, and it is hereby ordered, as follows:

Part I. The Great Officers of State

1. The Great Officers of State shall be (i) the Lord High Steward, (ii) the Lord High Chancellor, (iii) the Lord High Treasurer, (iv) the Lord President of the Council, (v) the Lord Keeper of the Privy Seal, and (vi) the Lord High Constable.

2. The offices of (i) Lord High Steward, (ii) Lord High Chancellor, and (iii) Lord Keeper of the Privy Seal may only be held by Members of the Royal Family, Peers of the Realm, or Bishops of the Church of Hanover.

3. The Lord High Steward shall direct the affairs of the Royal Court and the Royal Household, and the ceremonies pertaining thereto, and regulate the usage of heraldic symbols and ensigns within the Kingdom. By right of his office, he shall preside at meetings of the Great Council if the King himself does not elect so to do.

4. The Lord High Chancellor shall administer the educational system of the Kingdom, and shall serve as the King's Visitor and overseer of all royally-established Universities and centres of learning.

5. The Lord High Treasurer shall administer the various properties held by the Crown and the Kingdom, including the national discussion forum and the national website.

6. The Lord President of the Council shall communicate the various Orders made in the Privy Council to the public, shall act as a spokesman for the said Council, and shall execute such other duties as the King may think fit.

7. The Lord High Constable shall maintain peace and order in the King's realms and territories, and shall oversee all officers and institutions pertaining to the prevention of crimes and the correction of offenders.

Part II. The Secretaries of State

8. The Secretary of State for Foreign Affairs ("Foreign Secretary") shall direct the negotiation of treaties and other international agreements, and advise the King on the appointment of Ambassadors to foreign states, and all other matters connected to the Kingdom's reputation in the world at large, and her relations with foreign powers.

9. The Secretary of State for Home Affairs ("Home Secretary") shall administer the Home Office, and shall advise the King on the appointment of the Ministers therein, as provided for in Sections 10 to 13 inclusive of this Order. Should any of the said offices be vacant, the Home Secretary shall himself execute the duties thereof.

Part III. Other Officers

10. The Minister of Culture shall promote the growth and maintenance of the fine arts and all aspects of culture in Hanover, and shall administer all royally-established museums, galleries, theatres, and concert halls.

11. The Minister of Immigration shall direct the immigration and naturalization of new Hanoverian citizens, give aide to new citizens as they require, and administer a national register of citizens together with the Minister of Statistics.

12. The Minister of Labour shall maintain a list of available positions within His Majesty's Government and the Royal Household, and facilitate the employment of Hanoverian citizens in both public and private organizations.

13. The Minister of Statistics shall maintain the official statistics and registers of the Kingdom, and produce such statistical reports as the King and other officers may, from time to time, require.

14. The Ministers Without Portfolio, who shall execute such duties as the King may think fit, shall be (i) the Lord Keeper of the Privy Seal, (ii) the Paymaster-General, (iii) the Master of the Horse, and (iv) the Master-General of the Ordnance.

Part IV. Boards, Councils and Departments

15. The Great Council (Magnum Concilium) shall comprise the King, the Members of the Royal Family, the Peers of the Realm, the Bishops of the Church of Hanover, and the Lord High Steward. It shall meet twice yearly, in the week prior to Hanover Day (July 25th) and the last week of the year, to advise the King on the dispensation of honours and awards.

16. The Board of Works shall consist of such citizens as the King shall appoint, and shall provide for the proper construction and maintenance of buildings, monuments, and public thoroughfares in the Kingdom. The King shall appoint a President from amongst its members to preside at all meetings of the Board, and represent it to the public.
