PART III. Parliament.
1. Membership in Parliament shall be composed of all citizens of the Kingdom of Hanover that declare their choice of holding their seat at the beginning of each 3 month session or as called for by the His/Her Majesty.

2. The Prime Minister shall be elected from the Hanoverian citizenship by Parliament by a majority vote using the single transferable vote.

3. Bills shall become Royal law by a simple majority of Parliament and given royal assent by the Throne except in the case of constutional amendments which require a two-thirds (2/3rd) vote and royal assent.

4. Parliament shall be the senior most legislative authority in the Kingdom.

5. Constitutional law shall be supreme followed in authority by Royal decree and royal law.

Before I call for a vote I ask the Prime Minister to explain concept of "single transferable vote" for this house to consider.

As the Noble Lord, the Count, is the drafter of this proposed section (it is not, of course, part of my own draft) I would venture to suggest that he may be a more appropriate person to explain its provisions.

Nevertheless, I am given to understand that the STV system is one in which candidates are ranked in terms of votes received, and the votes for the lowest-ranking candidates are re-allocated to the voters' next preference, until one person holds a clear winning majority.

It is generally agreed in political science that STV is the most fair and effective form of the PR (Proportional Representation) voting system, as opposed to First Past the Post (used in Great Britain), or the simpler Block Voting system which we have historically used in Hanover.
