My Lords and Gentlemen,
It seems to me that the major questions concerning the constitution have been settled -- at least the ones that were important to me. Thus, it is now time for it to be codified into one document. I made a start on this with the Constitution Bill, but there seems little interest in that. So, His Majesty has suggested that I invite another person to draft it, and then place it before the House, thus providing some useful practice in Bill-writing. Now, in fairness I must admit that this Bill will likely be thoroughly (some would say ruthlessly) critiqued by myself: Bill-writing practice is less important than the quality of the final document. So, bear that in mind.
