ALEXANDRI REGIS.
A Bill to consolidate the Laws and Conventions relating to the Constitution.</center>
WHEREAS in the Parliament summoned in October of the Year of Our Lord Two-thousand and Six, it was resolved that the several Acts of Parliament and unwritten Conventions which presently comprise the Hanoverian Constitution should be consolidated into a single document;
BE IT THEREFORE ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:
<center>Part I. Preliminary.</center>
1. This Act may be cited as the Constitution Act 2007.
2. This Act shall enter into force upon such a date as the King shall fix by a Royal Proclamation under the Great Seal of Hanover.
3.(1.) “Parliament” shall mean the High Court of Parliament, comprising the King and all persons summoned thereby, the latter sitting together in a single House.
(2.) “A parliament” shall mean the assembled members of Parliament, sitting between one dissolution and the next.
(3.) References to “the King” shall be construed as including a Queen Regnant, and any other person lawfully exercising the powers of the King.
(4.) “The Kingdom” shall mean the Kingdom of Hanover, and any other Realm or Territory subject to the King in right of Hanover.
(5.) “An Order-in-Council” shall mean an Order agreed to by the King in the Privy Council, and published in the Royal Gazette.
4. The enactments and portions of enactments listed in the first Schedule to this Act are hereby repealed.
<center>Part II. The High Court of Parliament.</center>
5. The sovereignty of the Kingdom shall continue to be vested in the King, acting by and with the advice and consent of Parliament.
6. Parliament shall have power to make any law for the peace, order, and good government of the Kingdom, and to make rules and orders with respect to the conduct of its business.
7.Þ(1.) Each year, the King shall be obliged to summon parliaments in accordance with the dates given in the second Schedule to this Act.
(2.) The King may revise the second Schedule to this Act by means of an Order-in-Council.
8. There shall be a Speaker to preside at all meetings of Parliament, and to interpret such rules and orders as Parliament may make for the conduct of its business.
9.Þ(1.) After the resignation of a Speaker, he shall preside during the election of his successor.
(2.) When, for any reason, the Speaker is unable to preside, any member of Parliament may serve in his place as a Temporary Speaker.
(3.) A Temporary Speaker may not take disciplinary actions against members; if such actions are necessary, they must be taken by resolution of the House.
10. A person shall cease to sit in Parliament ifÞ
(i) he is convicted of High Treason or Felony;
(ii) he has voluntarily resigned his seat by means of a Notice given in Parliament, as prescribed in the third Schedule to this Act;
(iii) in the judgment of Parliament, he has failed to uphold the Oath or Affirmation he took upon taking his seat.
<center>Writs of Attendance.</center>
11.Þ(1.) The King shall, from time to time, summon qualified subjects to serve in Parliament, by means of a Writ of Attendance under the Great Seal of Hanover.
(2.) Subjects so summoned shall be ineligible to vote on business, or to serve as an officer of the House.
12. To sit in Parliament by virtue of a Writ of Attendance, a person mustÞ
(i) be either a natural-born Hanoverian subject, or a Hanoverian subject naturalized by Act of Parliament, or a Hanoverian subject naturalized in any other manner prior to the passage of this Act;
(ii) have taken the Oath or Affirmation set out in the third Schedule to this Act.
<center>Writs of Summons.</center>
13. The King shall, from time to time, summon qualified subjects to serve in Parliament, by means of a Writ of Summons under the Great Seal of Hanover.
14. To sit in Parliament by virtue of a Writ of Summons, a person mustÞ
(i) be either a natural-born Hanoverian subject, or a Hanoverian subject naturalized by Act of Parliament, or a Hanoverian subject naturalized in any other manner prior to the passage of this Act;
(ii) have been a Hanoverian subject for at least thirty days;
(iii) have taken the Oath or Affirmation set out in the third Schedule to this Act.
