A Bill to reform the procedures and composition of the High Court of Chancery.</center>
BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, as follows:—

<center>Part I. Preliminary.</center>
1. This Act may be cited as the Chancery Act 2007.
2. If it has recieved the Royal Assent, this Act shall enter into force upon the thirteenth day of September in this present year.
3. For the purposes of this Act,—
(i) to be "passed under the Great Seal", a document must bear the impression of the Great Seal, and must be published in the Royal Gazette;
(ii) the "Commission of the Great Seal" is the document appointing the Lords Commissioners of the Great Seal;
(iii) the "First Lord of the Great Seal" or "First Lord" is the appointee listed first in the Commission of the Great Seal; and
(iv) the "Chancery" comprises the Lords Commissioners of the Great Seal, or any one of them.

<center>Part II. The Great Seal of Hanover.</center>
4. Any document which has been passed under the Great Seal shall hold force as an act of the Hanoverian Crown, subject to the law.
5. The King may pass any document under the Great Seal himself, subject to the law. Such documents shall bear the subscription "Per Ipsum Regem Propria Manu Signat".
6. The King may command the Chancery to pass a document under the Great Seal, by means of an Order in his Most Excellent Privy Council. Such documents shall bear the subscription "Per Breve de Sigillio Privato".
7. The Chancery may pass documents under the Great Seal in the King's name by their own authority, subject to the law. Such documents shall bear the subscription "Per Breve Regis".
8. Documents issued under Section 7 of this Act must bear the countersignature of the First Lord to hold legal force.

<center>Part III. The High Court of Chancery.</center>
9. A Commission of the Great Seal shall terminate upon the resignation, death, or dismissal of the Lord High Treasurer.
10. Upon the appointment of the Lord High Treasurer, the King shall issue a new Commission of the Great Seal, therein appointing him as First Lord of the Great Seal.
11. The other persons appointed as Lords Commissioners of the Great Seal shall be such as the Lord High Treasurer advises.
12. The First Lord shall determine the procedures and regulations of the Chancery.
My Lords and Gentlemen, in the wake of Prince Justin's recent announcement, the planned reforms of the Chancery have become a rather more urgent matter than was previously expected. This Bill has been devised to fill that need.

Under the provisions of this Bill, the Chancery will be composed of the Prime Minister and others selected by him -- most likely the leading Cabinet Ministers. Each of these officers will be able to issue documents on his own authority, subject to the Prime Minister's countersignature. There will be no requirement of a royal warrant, or for royal approval of the final document; His Majesty has agreed to this, and indeed insisted upon it. Major actions such as dissolving Parliament will be undertaken based on a warrant from the Privy Council, as allowed by Section 6. Finally, the King will of course still retain the right to issue his own documents, although I suspect this power will rarely be used.

This Bill will be accompanied by a substantial effort to make writing Chancery documents easier. I will compose a set of fill-in-the-blanks documents for common tasks, such as appointing a new royal officer, or granting citizenship. Additionally, I will post a general guide to Chancery English style, which I have already composed.

I too commend this bill to the House. Throughout Hanover's recent history, our Kingdom has been incredibly fortunate to benefit from the services of a number of excellent Chancery officials. Under their direction, the Chancery has become a world-class institution, operating smoothly, and it's plain to see in the caliber of the documents being published.

This bill is a necessary step to ensure that we can continue to have such competent resources at our fingertips. It will also help usher in a new age of efficiency in government operation and greater division of power.

I encourage you to vote in favor of this matter, so that the Chancery can continue to perform its important work upon the departure of His Royal Highness, the Prince Justin.

A fast track would certainly be possible, but since the Bill only comes into force on the 13th anyway -- the day of Prince Justin's resignation -- there is little point in doing so.
