ALEXANDER THE FIRST by the Grace of God King of Hanover and Varennes, Head of the Commonwealth, Defender of the Faith, unto all of Our loving subjects whatsoever to whom these Presents may come, Greetings!
WHEREAS it has been Our pleasure, in times past, to create and appoint one amongst Our loving subjects, being a man of sagacious, discreet, and learned character, to be our Secretary of State, and by virtue of the same office to render unto Us his advice and counsel on all matters such as concern the relations between Our Realm of Hanover and such divers States abroad as We think fit:
AND WHEREAS certain humble representations have been made unto Us by Our right trusty and well-beloved Cousin and Counsellor, the Baron of Oldenburg, to the effect that it would be now most wise, effectual, and expedient to now create, erect, and establish the Secretary of State as a permanent office and emolument under the Crown of Our Realm of Hanover, and We are minded to accede thereto:
BE IT NOW KNOWN that We, of Our especial grace, certain knowledge, and mere motion, and of Our Prerogative Royal in this respect, have determined to ordain, command, and enjoin, and do by these Presents so ordian, command, and enjoin, that there shall be, amongst Our divers Ministers for assisting Us in all matters of capital gravity and import within Our Realm of Hanover, a Secretary of State, or should We deem it meet and proper so to appoint, several amongst Our loving subjects holding between themselves the same office and emolument in such manner as We shall command:
AND WE DO order and enjoin that the same Secretary of State aforesaid shall be appointed, from time to time, by means of the delivery of his divers Seals and Insignia of office in the presence of the several Lords of Our Most Honourable Privy Council, rather than by any Writ or Letter issued out of Our High Court of Chancery for that purpose, and that upon the public signification of Our will and intent to deliver the same divers Seals and Insignia of office, the person appointed to be Our Secretary of State shall immediately enter into the duties of his office, and serve therein until Our pleasure shall be otherwise:
AND WE DO FURTHER order and enjoin that Our Secretary of State shall recieve and accredit in Our name such Ambassadors and divers diplomatic representatives as have been or shall be dispatched unto Our Court of Saint George's Palace, and shall treat with the same on all matters of State in such a manner as We may be pleased to command.
IN TESTIMONY WHEREOF We have caused these Our Letters to made Patent, WITNESS Ourself at Our Court of Saint George's Palace, this fourteenth day of August in the Year of Our Lord Two Thousand and Seven, and in the Fourth Year of Our Reign.
