<center>The Parliament Bill

A Bill to make more expedient provision for the composition of Parliaments.</center>
Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

<center>Section 1. Preliminary.</center>
1. This Act may be cited as the Parliament Act 2007.

2. In the Constitution Act 2006, Subsection 2B shall be repealed, and the other Subsections renumbered accordingly.

3. No person shall sit in Parliament except by virtue of a lawfully-issued Writ of Summons or Writ of Attendance.

4. All persons sitting in Parliament may speak in debates of the House, and nominate others for any office appointed or nominated by Parliament.

<center>Section 2. Writs of Summons.</center>
5. Only the recipients of Writs of Summons shall be entitled to—

(a) cast a vote in divisions of Parliament on any matter; or
(smilie stand for election to any office appointed or nominated by Parliament.

6. Recipients of Writs of Summons shall be obliged to take an active part in the proceedings of Parliament, and may be expelled for inactivity in accordance with such rules as the Parliament may determine.

7. Writs of Summons may be issued at any time, and shall expire at the dissolution of Parliament.

8. Decisions in Parliament shall be made by an absolute majority of recipients of Writs of Summons.

<center>Section 3. Writs of Assistance.</center>
8. Nothing in this Act shall prevent the recipient of a Writ of Attendance from subsequently recieving a Writ of Summons.

9. Writs of Attendance may be issued at any time, and shall expire—

(a) at the dissolution of Parliament; or
(smilie upon the issuance of a Writ of Summons to the person concerned.

Unfortunately I do not have time to give a speech on this matter -- the Most Reverend Prelate, the Archbishop, may deliver one in my name later if necessary -- but it is simply an implementation of the proposal I made in a Royal Court session some time ago.
