My Lords and Gentlemen,

I had planned a lengthy speech on the occasion of moving for my nomination as Prime Minister of Hanover, but sadly my lack of unlimited Internet access has forced me to deliver this much shorter message in its place, lest I neglect my other duties for the sake of oratory.

If I have the honour of receiving the nomination of this august House for the Hanoverian Premiership, I will pursue the legislative programme which I promised to this House last week. My highest concern will be the restoration of sound and comprehensible constitutional law for Hanover, but I assure you that nothing will be done hastily. Our constitutional proposals would be thoroughly considered and perfected in the Cabinet, and then presented to this House in a methodical, careful manner. We will not quickly draft a document and place it before this House for a mere five days of discussion; rather, we will develop a detailed policy proposal, and provide for extensive discussion of the ideas in this House before a Bill has even been written.

Furthermore, my Ministry would work to restore partisan politics in Hanover. The party system is an integral part of all parliamentary democracies. It is a major part of the British tradition, and a proven system for conducting efficient and accountable government. While we support a substantial role for parties in guiding policy, we do not believe that there should be a firmly-whipped majority party, allowing the Premiership to become an "elected dictatorship" as it has sometimes been in other parliamentary systems.

Finally, if elected I would ensure that the laws are enforced in a firm but equitable manner, and that Government functions competantly and efficiently. With only a dozen or so laws in force, there is no excuse for us to ignore them; with only a handful of ministers and a low workload, there is no excuse for inefficiency.

Because no other candidates have stood for this nomination, this motion will be by unanimous consent. If no objection is heard in three days, the nomination will be formally presented to His Majesty. I will also resign from the Speakership at that time.
