WHEREAS in the Kingdom of Hanover, and furthermore in many other landless states, religious beliefs and activities are a significant force in the definition and perpetuation of strong national cultures; And Whereas, it is desireable and beneficial to the Realm that the said beliefs and activities be promoted in an organised manner, such an organisation also providing new roles in Hanoverian society :

BE IT THEREFORE ENACTED by the King's Most Excellent Majesty, by and with the Advice and Consent of the Lords and Commons, in this present Parliament assembled, and by the Authority of the same, as follows :

I. Within the Realms, Dominions, and otherwise possessions of His Majesty the King, there shall exist a Church of Hanover, which shall be the sole religious organisation within the Kingdom to enjoy the official support and sponsorship of the Crown, which shall forever be invested with the titles of Supreme Governor of the Church and Defender of the Faith.

II. The Church shall be led and governed by the Lords Spiritual, that is to say, the Lord Archbishops, Lord Bishops, and Lord Abbots; and the Supreme Governor shall hold the exclusive right to appoint and dismiss the said Lords Spiritual by means of Letters Patent passed under the Great Seal. The Lords Spiritual may, from time to time, meet in Convocations and Synods under the direction of the Supreme Governor or the Primate, therein to establish Canons regulating the operations and procedures of the Church.

III. From amongst the Lords Spiritual, the Supreme Governor shall select one of the Lord Archbishops as the Primate of Hanover; and the said Primate shall enjoy primacy of honour amongst the Lords Spiritual, and shall advise the Supreme Governor upon all matters concerning the Church, having always for that purpose a place and a voice in His Councils and Parliaments.

IV. The Supreme Governor shall hold exclusive authority to determine the ranks, styles, privileges, and precedence of clergy within the Church; and to promulgate the official scriptural and doctrinal texts, the rubrics of religious liturgies, services, and ceremonies, and the ecclesiastical calendar of holy days and other events; the latter power being exercised only after consultation with the Primate.

V. The Church shall exist solely to promote and organise religious ceremonial within the Kingdom and provide opportunities for the extension of Christian worship in a micronational setting; never shall it or its members presume to act with sacramental force, make authoritative statements upon scripture and doctrine, or to otherwise offend against the legitimate activities reserved to macronational religions.
