Dread Sovereign Lord,

I humbly petition Your Majesty to re-open the Parliament on the 25th day of this present month, rather than the 9th day of July, or at an earlier time if it is more convenient.

I intend to place several proposals of significant gravity and complexity before the Parliament when it next sits. Thus, I believe that it would be advantageous to allow Parliament fully two months to consider the measures in a careful and orderly manner before the following months, when many members will once more be occupied with academic matters.

I would also like to give Your Majesty and the nation notice at this time that I will be on vacation for roughly eight days beginning this Saturday. Hence, during that time I shall regrettably be absent from Your Majesty's Privy Council, and indeed from national affairs generally.

I believe it should be decided by Parliament to re-convene. I believe the Chambers should decide itself meets.

It has been the unchanging custom in Hanover that the King alone holds the power to convene, suspend, and dissolve Parliament. Had I been present when Parliament voted for a recess, I would have pointed out this fact; although an innocent error in procedure was made at that time, I think it would be appropriate for Your Majesty to re-open the Parliament rather than Parliament to do so itself.

I assume the recess fall under the suspension portion. Might I ask if by voting on the recess that parliament changed the custom?

the point of a recess voted on Parliamnet was brought up by the King himself.
