Dread Sovereign Lord:
As the Bill of Rights has appeared to have been forgotten entirely since it was pass in Parliament six days ago, I have determined that I ought to take this matter into my own hands and present it to Your Majesty by myself. The Bill passed Parliament in a three to nil vote, however, absolutely no action has been done since the day is passed to bring it up for assent. I know this is irregular and violates established procedural norms, however, I feel that this Bill ought not to become another forgotten piece of legislation.
Therefore, I present the following Bill of Rights for Royal Assent:
A Bill To Recognize and Protect the Rights of the People
BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:
Section 1: Citation
This act may be cited as the Bill of Rights (2006).
Section 2: Rights
1. All persons are endowed with natural rights that cannot be limited, except when they interefere with the rights or welfare of others, or where they interfere with the general well-being of the nation or people.
2. Anything or action that is not a crime is a right.
3. No action that does not directly create an unwilling victim can ever be considered a crime.
Section 3: Commencement and Superiority
1. This act shall come into force upon receiving Royal Assent.
2. Any contradiction between this act and any other legislative, executive or judicial instrument or decision shall be resolved by holding the principles of this act superior. Contradictory instruments and decisions shall be rendered invalid insofar as they contradict with this act.
