To Legally Establish and Define the Offices of His Majesty's Government

BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

Section 1: Citation
This bill may be cited as the Government Act (2006).

Section 2: General
1. The executive Government of the Realm is administered by the Departments established in this Act.

2. The Cabinet has general direction and control over the authorities mentioned in the precedent clause.

3. The Prime Minister presides over the Cabinet and supervises the members' activities.

4. The executive Departments are bound, in the execution of their functions, by Acts and regulations made for their execution and by the decisions of the Cabinet.

5. The principles of good government must be observed by them.

Section 3: Departments
1. The Following Departments are established in Hanover:
The Department for Constitutional Affairs;
The Department for Human Rights;
The Foreign Office;
His Majesty's Treasury;
The Home Office.

2. The Department of Constitutional Affairs (DCA) is responsible for the administration of the courts and elections.

3. The Department of Human Rights (DHR) is responsible for ensuring that the rights of the people are protected.

4. The Foreign Office (FO) is responsible for conducting the Kingdom's relations with foreign nations.

5. His Majesty's Treasury (HMT) is responsible for developing and executing the Government's financial and economic policies.

6. The Home Office (HO) is responsible for the general public administration of Hanover, including the affairs of Counties; for the internal security; for the national archives and public registers; for the immigration, citizenship and sojourn of aliens in Hanover.

Section 4: Department Heads
1. The First Lord of the Treasury is an ex-officio office held by the Prime Minister. The First Lord of the Treasury is the head of His Majesty's Treasury.

2. The Secretary of State for Constitutional Affairs is an ex-officio office held by the Lord High Chancellor. The Secretary of State for Constitutional Affairs is the head of the Department for Constitutional Affairs.

3. The Secretary of State for Foreign Affairs (otherwise known as the Foreign Secretary) heads the Foreign Office.

4. The Secretary of State for Home Affairs (otherwise known as the Home Secretary) heads the Home Office.

5. The Secretary of State for Human Rights (otherwise known as the Human Rights Secretary) heads the Department for Human Rights.

6. The various department heads may appoint lesser officers to perform general or specific tasks within the general responsibilities of their departments.

Section 5: The Cabinet
1. If there be any doubt about which Department is competent to administrate a certain matter, the Cabinet resolves such question.

2. The department heads are held to co-operate among themselves; to collect informations necessary for the exercice of their functions; to exchange informations among themselves; to plan policies in the sphere of their competence; and to communicate with the citizenry in any possible way.

3. Important political measures or projects of the Departments, including the drafts of governmental bills to be introduced in Parliament, must be approved by the Cabinet.

4. Each Department must present regular reports on its activities to the Cabinet for a period prescribed by the later. Extraordinary report may be required by the Cabinet or the Prime Minister at any time.

Section 6: Commencement
This act shall come into force upon receiving Royal Assent.
