Baron Dreesbach of Terebinthia has proposed the following platform principles for the Conservative Party of Hanover:

While I'm glad to see that being pro gay rights will be considered a 'conservative' point of view in this kingdom (leaving the Liberals with heaven-knows-what to say after that), I'm not sure I grasp your meaning with regard to "county rights".

I wonder if the good Baron might elaborate on that one.

If a county has 2 citizens then there wouldnt be much reason to give it much rights except to to have a COunty Administrator and develop as a groupsing of like minded individuals.

On the other hand if a county has 15 citizens in it it be allowed to have a more detail local goverment.

So, when you refer to "rights" you mean capabilities, I presume. Not that I comprehend the thrust of your concern, but then, I'm in the other party, so I don't have to understand (thank God).
