Beloved Nation,

Some months ago We, in defense of the nation, were required to take direct control of the reigns of power and national discourse. The chaos, that beset the nation, has now subsided and the tranquility is beginning to border on apathy. Apathy would be the death of Hanover and is something the Crown cannot allow. Clearly Hanoverians are not without opinions on the various issues facing the nation, and at the same time the need for direct Royal control is severely less than before.

One thing that is abundantly clear is that the nation needs the right mixture of model accuracy and Hanoverian uniqueness. That is, how closely do we attempt to adopt the traditional British political and cultural structures, and how many strictly Hanoverian constructs do we use?

Of course, the answer is a moving target. The nation is a living breathing entity and no one size fits all answers work for every occasion. Now that the nation is calm We find this to be the proper time to rekindle the fires of popular governance.

We still find this a bit of a strange time for the nation clearly does not strongly desire a constitution. We are very touched by this silent vote of confidence and thank you all for your trust. None the less, the nation of Hanover does not look to the Crown for all levels of governance. The nation looks to her own people for the most important guiding principles, and this tradition must now reassert herself.

Therefore We have closed the conference. The nation shall continue to be a chartered Monarchy, but going forward We require more active input from the nation about the important questions of governance that face the nation. Thus We shall call forth a parliament, to be headed by the Lord High Chancellor, and open to all without election, to send Us the will of the people for Royal ascent.

Allow Us to make a very clear statement on the nature of Hanoverian Royal Ascent, being this: Royal Ascent shall not be used to thwart the will of the people so long as the nation does not change in the foundational character of a Charter defined Monarchy, the Royal prerogative is not broached, nor the fount of honour usurped. Beyond that, the Parliament shall present the will of the people and the Crown shall indulge them for the House of Gagarin shall never be counted among the tyrants of the world. The House of Gagarin exists to serve the nation and not to enforce Our personal views upon the nation.

From the Throne of James I and in the Tradition of Thomas I We call upon all Hanoverians to cast off their happy slumber and rise to the challenge before the nation now of taking the nation into the next level by taking a seat in Parliament and taking up the pressing issues as has always been our history.

How active will Parliament be expected to be?
Your Majesty:

In a word: thank you. For so long, now, these forums have witnessed little activity or interest on the part of Your Majesty's subjects. For a longer time, still, political discussion and debate which give birth to meaningful legislation have been absent, and it can only be hoped that restoring the traditional supremacy of the sovereign ruling through parliament will provide us with, sadly perhaps, one last opportunity to resucitate the nation and to nurture her to vitality again.

It is plainly obvious that Hanover's citizens have become exasperated and disappointed by the lack of lasting results produced by a number of failed conferences, conventions and other attempts at renewal. It is also clear that, lacking an outlet for animated political activity in which partisan elements can influence national policy in one way or another, there has been little incentive offered to the populace, as a whole, to remain active.

I can only pray that this time, things will be much, much different...and I believe they can be. Your Majesty has charged me with the responsibility of creating very simple rules for this new parliament, so simple, in fact that anybody can actively participate in parliament without being expertly versed in Robert's Rules or traditional parliamentary procedure.

And since all of Your Majesty's subjects will, in fact, be summoned to participate in this new Parliament, it will be absolutely necessary that everyone is able to feel comfortable and at ease in the House, knowing that lack of expertise in parliamentary protocol will never be an issue.

And so, to answer Lord Dreesbach's question, I must answer that it is desirable that Parliament be continually active. Parliament should be the primary reason that this discussion board exists and the primary focus of the nation. The rest is all periphery.

If any of us are here at all, we are here for one reason: to build a nation which gives each citizen an opportunity to have a hand in fashioning it. Lacking the means by which to do as much leaves nobody with any incentive to remain, and so most everybody has vanished. We must absolutely focus primarily on politics from here on in. A government without politics is stale and uninteresting, and from politics springs everything else.

So let's go for it one more time. Let Hanover once again become a community characterized by lively political discussion and debate and by an active parliament which legislates as the result of a lively national discourse.

Your Majesty:

Like my fellow subjects, I am delighted at your honorable decision to call a Parliament. To my mind, Hanover's brightest days have been when a Parliament was sitting, and if we are able to make Parliament a long-term fixture of Hanoverian government, I am convinced it will contribute to great success, lending greater organization and efficiency to the already-established partnership between you and the subjects of Hanover.
