We are pleased to receive the preliminary draft of the national constitution from the hands of our able Prime Minister, the Right Honorable Robert P. Gresham. We do now present this preliminary draft to the public for review and comment for a period of five days.



After a period of five days the draft shall be placed in the hands of our Royal Nationhood Commission, the membership of which we do now and hereby appoint.

Subsidiary to our Royal Nationhood Commission is the Constitutional Committee thereof, whose members are as follows:



Rt. Hon. Robert P. Gresham, Chairman

Hon. Thomas G. Cutterham

Mr. Aderyn Evereste



The procedure for ratification of the constitution is as follows:



The Constitutional Committee will be responsible for taking the comments of the Throne and of the public into consideration during the five days appointed for public review and comment as it retreats to create the next draft. That draft will then be presented to the Royal Nationhood Commission to be voted upon.



If the draft is approved by a two-thirds majority of the Royal Commission it will then be presented to the Sovereign, who will either sign it, making it the law of the land or veto it. In the case of a veto, the draft will be returned to the Constitutional Committee with the Sovereign's recommendations. The Committee will then submit a revised draft to the Royal Commission, who will not vote upon it but will send it to the Sovereign with any recommendations. If the draft is signed it becomes law, if not, the process is repeated as above until it is signed.



If the draft is not approved by a two thirds majority of the Royal Commission, it will be forwarded to the Sovereign with the Commission's recommendations. Should the Sovereign agree with the Commission's recommendations, the draft will be returned to the Committee for revision. The revised draft will be submitted by the Committee to the Commission which will again vote et cetera per the above.



The Sovereign may intervene in the process at any point in order to hasten it should he deem such an intervention necessary.



For this process the Royal Commission and the Constitutional Committee will utilize two separate forums provided on ezboard for this specific purpose. The deliberations of the Royal Nationhood Commission will be posted in a forum of the same name. Immediately beneath it, the Constitutional Committee will post its deliberations in a forum of the same name.



In presenting drafts to the Royal Commission, the Committee will post the drafts in their entirety in the forum of the Royal Commission. In similar fashion, the Royal Commission will submit its votes and recommendations to the Committee in the forum of the Committee. All votes of the Commission shall either occur or be published in the Commission forum. The President of the Royal Commission will submit approved drafts, recommendations and other transmissions to the Sovereign by way of email (kingdomofhanover@yahoo.com), the Sovereign also responding by email. The Chairman of the Royal Commission will publish the approvals or vetoes of the Sovereign in the forum of the Royal Commission as well as that of the Constitutional Committee.



Whensoever the Sovereign shall sign a draft of the Constitution, the Constitution shall be considered ratified. From that moment on the Constitutional Committee will be dissolved and it's members shall sit upon the Royal Nationhood Commission. The Prime Minister shall become president of the Royal Commission which will cooperate with the Sovereign in implementing the new Constitution.
