Alexander, by the Grace of God of Hanover King, to all Our loving subjects, and whatsoever to whom these presents shall come, greeting.



WHEREAS The governance of the Kingdom requires a constant presence;



WHEREAS The nature of Our Kingdom is highly dynamic and requires maximum flexibility;



WHEREAS The citizens need to know their government is functioning at all times, and is available to address their needs quickly;



WHEREAS Foreign powers require consistent communication and contact to preserve and enhance their interactions with Hanover;



WHEREAS Upon advice of the Privy Council, Our Prime Minister, and citizens at large We have determined to change the regime of government;



WHEREAS The Crown has the authority and power to create and enforce legislation and constitutional amendments per the process of referendum;



LET IT BE KNOWN Upon successful passage of a referendum vote put before the whole of the nation the Bergen Constitution shall be suspended and replaced with the Royal Charter of Hanover of 2005;



AND WE COMMAND That the Privy Council shall conduct the election as required by the constitution.



In Witness whereof We have caused these Our Letters to be made Patent WITNESS of Us at Our court at Gagarin Annex this Twentyfifth day of April in the Year of Grace 2005, the Second year of Our Reign.
