Hanoverians,
The kingdom faces a difficult time, when several of our key citizens are unavailable. Under these circumstances, it is necessary to institute some procedural changes to the goverment. The purpoe of this is to make the best use of our human resources, and to provide the best possible government to the kingdom and its people.
The legislative function of the kingdom will be taken up by His Majesty King Alexander and his Privy Council. His Majesty shall make laws according to Article 25 of our Constitution of Bergen, with the countersignature of a Minister of the Crown. However, focus will be shifted from Parliament to the Crown and his Ministers. The Government will not introduce laws to Parliament, but will instead pass them directly by Royal Decree. This Direct Rule will not require changes in the Constitution, nor is it a State of Emergency.
Although existing Ministers will retain their positions and will be expected to carry on with their jobs, all other Ministerial responsibilities will be taken over by the Privy Council as a whole. This collective government will enable us to focus on our top priorities, and to pool ideas and workloads. The whole nation will be expected to participate in the government of the kingdom, by getting involved in policy discussions in Ellicott Square and the Citizens Retreat, and most importantly by volunteering for specific projects that will be set up.
Elections to the House of Commons will be held during the first half of April. The number of seats to be contested and the specific date is yet to be decided. When effective Parliamentary government can once again be established, Direct Rule will be brought to an end.
