I urge Hanover to participate. It will greatly increase our population if we do.

I assume that, as Deputy Foreign Minister, you can organise and authorise this yourself on Hanover's behalf. I'll see if I can compile the "factsheet" on Hanover myself for you - I'll post it here when done.
