THOMAS, by the Grace of God of Hanover and Athenoi King, Emperor of Calormen, and Head of the Commonwealth to All Our Loving Subjects Whatsoever to whom these Presents shall come, Greeting.
WHEREAS We acknowledge that it is Our most solemn duty to govern Our realm with wisdom and due diligence,
WHEREAS Our realm's Organic Law provides for an elected Parliament to represent the people in matters of Legislation,
WHEREAS such an elected Parliament does not currently sit,
LET IT BE KNOWN that it is Our Will and Pleasure that elections to Parliament take place, according to the following instructions:
1. All citizens who have completed the National Census by Friday 26th September shall be eligible to vote. This National Census shall act in the stead of a Voter Registration procedure.
2. Any citizen eligible to vote may come forward as a candidate for election. He must register his candidacy by posting to that effect in a thread officially sanctioned for that purpose.
3. Polls will be open from Saturday 27th September to Wednesday 1st October inclusive, and all citizens eligible to vote may vote for up to five candidates by mail or email to Our Royal Commission for Elections, or by posting to a thread officially sanctioned for that purpose. Votes made by mail or email must be kept private.
4. Votes shall be counted by officials of Our Royal Commission for Elections, and results made public on or before Saturday 4th October. Complaints may be lodged, and votes recounted, between the announcement of results and Thursday 9th October. The new Parliament shall begin sitting from Friday 10th October.
5. The five candidates with the most votes shall have seats at Parliament. If there is a tie for the fifth seat, a by-election may take place between Saturday 4th October and Friday 10th October between the two tying candidates.
6. The new Parliament shall be dissolved upon passage into law of a new Constitution.
In Witness whereof We have caused these Our Letters to be made Patent WITNESS of Ourself at Our court at Marchmain palace this Nineteenth day of September in the Year of Grace 2003, the First year of Our Reign.
