WHEREAS We find Our current Organic Law inadequate for the collective administration of Our realms,
WHEREAS Our Parliament is unable to represent Our Commonwealth Dominions,
LET IT BE KNOWN that We hereby convene a Congress of Bergen, to compose a revised version of the Organic Law suitable to the unified governance of Our realms.
LET IT BE KNOWN that this body shall be composed of the following delegates:

[*]His Royal Highness Sir Daniel Dreesbach-Gagarin, Marquess of Calormen<>
[*]The Right Honourable Sir Wyatt McIntyre, Viscount McIntyre of Lancaster<>
[*]The Right Honourable Sir Christopher McQueeny, Baron Oldenburg<>

LET IT BE KNOWN that We shall retain the exclusive right to appoint and depose delegates to the Congress, and to convoke and dissolve sessions of the Congress.
LET IT BE KNOWN that upon the completion of a revised Organic Law satisfactory to at least three delegates and to Ourself, the revised Organical Law shall be submitted for ratification by the people of Our realms.
In Witness whereof We have caused these Our Letters to be made Patent WITNESS of Ourself at Our court at Gagarin palace this Fourteenth day of August in the Year of Grace 2004, the First year of Our Reign.
