WHEREAS We have dominion over the whole of Calormen and shall determine who shall be accepted as citizen, by our most trusted Daniel Dreesbach-Gagarin, Fursten von Silesia und GrossHerzog von Wuerttemburg of Calormen as Governor General in whom we do entrust the power to recognize citizens in Our name,
WHEREAS Citizens are the most important resource and are to be sought most vigorously,
WHEREAS We find the the growth of the national population from the commonwealth nations to be unacceptable,
WE COMMAND That no more citizens from the commonwealth nations, nor protectorate nations, shall be accepted without Our permission.
In Witness whereof We have caused these Our Letters to be made Patent WITNESS of Ourself at Our court at Gagarin palace this Third day of July in the Year of Grace 2004, the First year of Our Reign.
