Folks,
Here is the URL to my initial draft of the 2003 election plan.
Be warned, it is thick, but I hope you will agree that something as important as the election process must be considered in great detail.
TIME IS SHORT. 2003-OCT-07 (first day the polls are open) is only 77 days away. My goal is to have election rules established no later than 2003-AUG-15.
LEGAL AUTHORITY:
This could be a divisive issue, but I don't think it has to be.
First, article X of the constitution clearly states that elections are "... governed by an impartial commission appointed for that purpose." Thus the RCE has constitutional authority on its own to issue regulations regarding elections.
Second, HRH James may per article IV, section 4, issue royal decree that these rules be law.
Third, the parliament can enact laws itself.
Frankly, I think RCE should do its best to not only be impartial, but to also appear impartial, and that means consensus IF POSSIBLE. I prefer the parliament solution because the other two look more dictatorial than democratic. I shall be in contact with members of parliament immediately upon your review and feedback of this draft. Your assistance is critical to success.

Good folks,
It was my original intention that a person could vote multiple times for the same candidate. This method is not without precidence. It allows for people that strongly support a single candidate to apply all of their influence to that candidate. This increases the chances for minority candidates to be elected.
However, upon reflection, this is not the optimal solution. A more traditional one vote per open seat method shall reduce confusion. With our extremely small electorate the chance of a seat being left open after the election is more likely with the current model, and to avoid this the traditional model works best.

<strong>Counting of Votes:</strong>
Each citizen shall have one vote per open seat. A citizen may cast one vote per open seat by choosing among the balloted candidates, or by writing the legal name of one that may legally hold office.
<strong>Validation of the ballots:</strong>
Each ballot shall be judged valid or invalid per open seat. Each ballot that has zero votes (no vote), or more than one vote (over vote) shall be judged invalid for that seat only with the rest of the seats to be judged individually.
<strong>Sanctity of the ballots:</strong>
All ballots shall remain sealed, unopened, uncounted and secure until the polling period has closed. Each ballot shall be held in strictest confidence and the identity of the voter shall remain a secret forever.
RCE shall report the following:
•        Total number of registered voters.
•        Total number of ballots cast.
•        Vote counts for each open seat by candidate.
•        Total number of no votes per open seat.
•        Total number of over votes per open seat.
•        Total number of over votes.

One more thing, are the Royals allowed to vote? I do tend to believe that they can vote as well (including HM), but will usually refrain from doing so.

If by particulars you mean the e-mail addresses of record and the forum IDs of record the RCE does not intent to hold up adoption of the plan for that cause.
RE: Royal Family members voting
Royal Family members that are Hanover citizens(1), provided they have not had their right to vote stripped by legal process, are entitled to vote as any other citizen.
I have been in contact with His Majesty on this issue and he has told me that the Royal Family tends to abstain from the election process.
None the less, they shall be afforded all the rights and privileges due any other citizen. The RCE shall respect their right to vote or abstain as they choose.
(1) RCE recognizes that there may be members of the Royal Family [people related by blood or marriage to the King] that are NOT citizens of Hanover [not been recognized as citizens officially]. RCE does not expect this to ever be an eventuality, only a theoretical possibility.

Good folks,
It was my original intention that a person could vote multiple times for the same candidate. This method is not without precidence. It allows for people that strongly support a single candidate to apply all of their influence to that candidate. This increases the chances for minority candidates to be elected.
However, upon reflection, this is not the optimal solution. A more traditional one vote per open seat method shall reduce confusion. With our extremely small electorate the chance of a seat being left open after the election is more likely with the current model, and to avoid this the traditional model works best.

<strong>Counting of Votes:</strong>
Each citizen shall have one vote per open seat. A citizen may cast one vote per open seat by choosing among the balloted candidates, or by writing the legal name of one that may legally hold office.
<strong>Validation of the ballots:</strong>
Each ballot shall be judged valid or invalid per open seat. Each ballot that has zero votes (no vote), or more than one vote (over vote) shall be judged invalid for that seat only with the rest of the seats to be judged individually.
<strong>Sanctity of the ballots:</strong>
All ballots shall remain sealed, unopened, uncounted and secure until the polling period has closed. Each ballot shall be held in strictest confidence and the identity of the voter shall remain a secret forever.
RCE shall report the following:
•        Total number of registered voters.
•        Total number of ballots cast.
•        Vote counts for each open seat by candidate.
•        Total number of no votes per open seat.
•        Total number of over votes per open seat.
•        Total number of over votes.

Once the particulars are current, the document can be published to the public.
One more thing, are the Royals allowed to vote? I do tend to believe that they can vote as well (including HM), but will usually refrain from doing so.

If by particulars you mean the e-mail addresses of record and the forum IDs of record the RCE does not intent to hold up adoption of the plan for that cause.
RE: Royal Family members voting
Royal Family members that are Hanover citizens(1), provided they have not had their right to vote stripped by legal process, are entitled to vote as any other citizen.
I have been in contact with His Majesty on this issue and he has told me that the Royal Family tends to abstain from the election process.
None the less, they shall be afforded all the rights and privileges due any other citizen. The RCE shall respect their right to vote or abstain as they choose.
(1) RCE recognizes that there may be members of the Royal Family [people related by blood or marriage to the King] that are NOT citizens of Hanover [not been recognized as citizens officially]. RCE does not expect this to ever be an eventuality, only a theoretical possibility.
